This is an onomatopoeia which resembles the sound when you are crying and it is used by young people to show sadness or joy by crying.

The word was chosen as “This year's new word 2020” (三省堂 辞書を編む人が選ぶ「今年の新語2020」https://dictionary.sanseido-publ.co.jp/shingo/2020/best10/Preference01.html) The selection was made by those who compile the dictionary. The word started to come into use by high school girls from the 2010's, winning "JC / JK Buzzword Award 2019"
The popularity comes from its convenience. We have had expressions for crying loudly (うえーん ueen) or crying quietly(しくしく shiku shiku /めそめそ mesomeso).
But we never had expressions in between, which is crying but not too loudly neither quietly.
And it sounds too cute!!
This may have resulted in becoming a huge buzz word.
